CAMS National Collaboration Programme (NCP) – The Netherlands
The CAMS National Collaboration Programme (NCP) boosts the integration of CAMS products into national decision-making processes and aims to address gaps in cross-border actions, and support capacity-building and public outreach. In this Dutch program, TNO works together closely with the Royal Netherlands Meteorological Institute (KNMI - Koninklijk Nederlands Meteorologisch Instituut) and the National Institute for Public Health and the Environment (RIVM - Rijksinstituut voor Volksgezondheid en Milieu) to identify stakeholders' needs and improve air quality information in the Netherlands.
To improve the knowledge base and quality of the Dutch emissions, we investigate the differences of three emission datasets focused on the Netherlands: bottom-up inventories (Dutch Emission Registration), CAMS regional inventory, and satellite-derived estimates. To support national stakeholders, a refinement of the existing CAMS products is required, such as higher spatial resolution, and more regular forecast updates. Hence, we provide high-resolution user-oriented air quality services for the Netherlands based on existing CAMS regional products. These include daily national air quality forecasts and daily source contributions to several air pollutants in the Netherlands, from the LOTOS-EUROS model at 1x1 km resolution. We also look into approaches for further downscaling of source apportionment information, providing detailed insights into pollutant origins at local scales.
The project delivers a demonstrator for the health user communities, linking localised air quality forecasts to accessible public information platforms. Co-designed with stakeholders, such as Longfonds and partners from the Schone Lucht Akkoord and luchtmeetnet.nl, this work enables users to understand the health implications of air pollution and supports more informed daily and policy decisions.
Finally, to further enhance the uptake of CAMS products in the Netherlands, we extend the current communication framework to stimulate the uptake and adaptation of CAMS global and European-scale products, better informing official national environmental information systems and services. Supported by the Netherlands Space Agency (NLSA), targeted outreach activities aim to enhance the project's impact and inform both stakeholders and the general public about air quality and related developments.
