Products in support of users in the domain of air quality policies

Overview

The CAMS2_71 project (“Products in support of users in the domain of air quality policies”) focuses on delivering operational products and services to support air quality policy across Europe. It provides advanced tools, data and analyses to help policymakers understand air pollution trends, identify key emission sources, and assess the effectiveness of mitigation strategies. Core outputs include air quality assessment reports, operational policy tools including daily source-receptor analyses for European cities, and targeted studies supporting the implementation of EU air quality legislation.

TNO’s role

TNO is a key scientific partner within the consortium, contributing expertise in emission inventories, source apportionment and atmospheric modelling. TNO provides high-resolution emission datasets and develops future emission scenarios that underpin operational services and policy analyses. Using the Lotos-Euros model, TNO delivers daily sectoral and geographic source contribution analyses to 120 cities within Europe. These results are based on a tagging approach that quantifies direct source contributions, complementing the impact-based methods used by other partners to assess the effects of emission reductions.

TNO contributes to the development and evolution of policy tools, supports the air quality reporting and leads the development of a prototype service to quantify natural dust contributions to particulate matter, enabling Member States to distinguish natural from anthropogenic sources in support of regulatory reporting under the European Air Quality Directive. Through these activities, TNO ensures that CAMS products remain scientifically robust, operationally reliable, and directly applicable to policy needs.

Key partners

TNO works closely with Ineris (consortium lead), the Norwegian Meteorological Institute (MET Norway) and NILU. Together, the partners bring complementary expertise in atmospheric modelling, emissions, policy support and user engagement. We also maintain strong links with key European stakeholders including the European Commission (DG-ENV), the Joint Research Centre (JRC) and the European Environment Agency (EEA).
